Hi,

I am on the board in a small condo building and we have a unit on the market.  It recently fell through because we have the right of first refusal in our bylaws.  Does anyone have any advice on the easiest way to get it removed?  Do we have to hire an attorney or can we file an amendment and get it recorded in the Recorder of Deed's office?  Also, has anyone seen the bill that has passed both chambers of the General Assembly, House Bill 155:

I am unclear if that means we no longer need to get it removed, because it will be moot.
