Does anyone know a roofer knowledgeable about flat roof issues?  Ours was leaking three years ago.  We replaced it, but continue to have problems with leakage.  We've had 4 different companies come out, with radically different theories about the nature of the problem and greatly diverging bids.

You might consider hiring a roof consultant to diagnose the problem.  A consultant is unbiased, while a roof contractor may have an interest in finding a problem or determining that the problem is something that he can fix.
